The Mitzva of Bal Talin

In the words of the Chofetz Chaim: If you are careful to fulfill the mitzva of lulav and esrog, or tefillin, or tzitzis in the best way possible, then paying your workers on time is a mitzva just the same.

What are the parameters of the dual mitzvos of not delaying payment, and paying the day the work is finished? Does it apply to all employees? What is the time limit? What if I don’t have the money on hand?
